Honored Madam!
I turn to you as the Chairman of the Opposition Fractional-Alliance of the General Assembly of the Municipality of Budapest, Hungary. I am seeking your help regarding the case of the Number 4 Metro Line being constructed in Budapest in order for us to clarify the present situation concerning the construction support. Unfortunately, it increasingly appears that lacking your assistance it may not be possible to receive clarification about what is happening. Due to the very long time since the original financing assurances were received, city-wide public opinion is questioning ever more vocally what the real truth is in this entire matter.
For one thing, this Metro construction has been dragged out since 1991 in the Hungarian Capital City. Actual construction finally began only in 2007. Then the City's Opposition Representatives were belatedly informed that there would be a decision at latest by Fall of 2008 and that the remaining financing of this construction project would then be covered. In contrast, at this present moment on 23 April 2009, we know absolutely nothing.
Please be so kind as to assist us by answering the following questions:
1. What is the reason that the EU could not make a decision since 2007? Did the City of Budapest submit all of the required documents in a timely manner for the decision deadlines?
2. What is the reason that the EU still cannot come to a decision at the beginning of May?
3. At the present time, is the EU awaiting any answers from the City of Budapest Leadership, and, if yes, then answers to what questions and since when has the Union been waiting? And further, does the EU wish to reopen discussions, negotiations with the City of Budapest?
4. When may the decision be realistically expected and when is the financial support forthcoming?
5. Does the EU wish to launch a new initiative in any matter for any reason?
6. Have the economic calculations submitted to the EU been found to be satisfactory?
7. Does the EU plan to deal with the financial support of Phase II of the Metro construction? And can the economic efficiency without Phase II be demonstrated in a satisfactory way?
8. What are the chances for the support of Phase II of the Metro construction?
Speaking on behalf of the Opposition Fractional Alliance of the General Assembly of the City of Budapest, I may assure you that we are committed to the building and completion of the Number 4 Metro Line.
The reason we are submitting our questions to you now, is due to the departure of the decision making process here from the typical norm. Since we get no reasonable or rational answers to our questions here in Budapest, we, on behalf of and in the interests of the City of Budapest would like to have clarification about these issues.
